Powell has a rate.
So do we.

Every 30 minutes the committee sets one number. That number decides how hard the vault buys back and burns $PACT. The rate governs all.

I

The rate. One number.

How hard the vault buys back $PACT right now. Low rate: fees buy and burn supply. High rate: fees stack in the vault for the next dip.

Session I follows the launch. The first decision is published the moment $PACT starts trading.

a fresh mandate.

Every session publishes the market readings, the formula, the ballot result, the new rate and its label. Nothing is ever edited or deleted.

The formula reads the chart.

Greed pumps the price. Fear dumps the token. $PACT turns both into fuel for the chart.

  1. 01base = 50
  2. 02price vs 1 hour ago: down more than 10% → −25, down 3 to 10% → −15, flat (−3 to +3) → 0, up 3 to 10% → +15, up more than 10% → +25
  3. 03volume, last 30 minutes: above the average of the previous 6 sessions → +10, otherwise → −5
  4. 04holders: up → +5, down → −5
  5. 05rate = clamp(base + sum, 0, 100), rounded to nearest 5
  6. 06buyback = (100 − rate)% of the vault pool: new creator fees plus the reserve

Label: rate < previous = CUT, > previous = HIKE, equal = HOLD. |change| ≥ 50 = EMERGENCY CUT or EMERGENCY HIKE.

Ballot: open for 25 minutes after each decision. 65%+ of voting weight for Veto cancels the session's buyback and the fees stay in the vault. Otherwise the order executes.

IV

Stop an order before it executes.

Most algorithms run blind. $PACT gives holders the kill switch.

After every decision, the ballot opens before any order goes to market. Any wallet holding $PACT can vote Execute or Veto by signing a message.

No transaction, no gas. A vote weighs the wallet's $PACT balance at the moment it lands. One vote per wallet per session, and the latest one counts.

The ballot closes 25 minutes into the session. If 65% or more of the weight votes Veto, the buyback is cancelled on the spot and that session's fees roll into the vault. The rate itself stands.

V

The vault. Every bought token burns.

Every swap on pump.fun and PumpSwap pays creator fees to a single vault wallet. More volume builds deeper reserves. Deeper reserves mean real firepower when volatility hits.

Trading fees build the reserve for future buybacks and burns

Every $PACT the vault buys is burned right after the purchase with the SPL burn instruction. Burned tokens leave the total supply for good.
