Powell has a rate, so do we. One number, set every 30 minutes, decides how hard the vault buys back and burns $PACT.


IWhat is Pactum

The global economy runs on decisions made by a few suits. Pactum runs $PACT with one number: the rate.

Trading fees flow into a single vault. Every session, the committee announces a rate decision. That rate is how much of the vault's new fees buys back and burns $PACT. No discretion and no backroom: the formula reads the chart directly, and holders can stop any order before it executes.

IIThe rate

The rate is a number from 0 to 100. Like a central bank rate, a cut loosens and a hike tightens. The vault spends (100 − rate)% of its pool on buying $PACT back. The pool is the creator fees received since the previous session plus the reserve stacked by earlier sessions. At 0, the whole pool buys and burns. At 100, nothing is bought and the fees stack in the vault for the next correction.

Every session starts from a base of 50 and adjusts it with three readings from the market:

The result is kept between 0 and 100 and rounded to the nearest 5. A reading that is not available yet, like the price change in the first hour, counts as no change.

During pullbacks, rate cuts deploy trading fees to buy and burn supply. During breakouts, rate hikes stack reserves for the next correction.

IIISessions every 30 minutes

The committee meets every 30 minutes on the UTC clock, on the hour and at half past. Each session publishes the market readings, the formula, the ballot result, the new rate and its label.

A lower rate than before is CUT. A higher rate is HIKE. The same rate is HOLD. A move of 50 or more is EMERGENCY CUT or EMERGENCY HIKE. Sessions are kept for good and none is ever edited or deleted.

IVThe ballot: execute or veto

Before any order executes, the ballot opens. While a session stands, any wallet holding $PACT can vote Execute or Veto by signing a message. There is no transaction and no gas.

A vote weighs the wallet's $PACT balance at the moment it lands. Each wallet has one vote per session, and its latest vote is the one that counts. The ballot closes 25 minutes into the session, and the buyback goes to market right after. At the close, each vote counts with the smaller of the balance it was cast with and the balance at the close, so moving tokens to a second wallet does not count them twice.

The veto stops an order. It never changes the rate, and the rate never leaves the range from 0 to 100.

VThe vault

The vault is a single Solana wallet. pump.fun pays creator fees on every swap, and at launch 100% of them are routed to the vault through pump.fun fee sharing, then locked for good: nobody can change the recipient again. The home page checks this on chain. After each ballot the committee claims the new fees and buys $PACT in the open market with the rate's share of the pool. A session with nothing in the pool has nothing to buy.

Every session's buyback is listed: Executed with its transaction, Pending until it goes through, Vetoed, or No new fees. The SOL amounts are read back from the chain, not typed in, and every transaction links to Solscan. The vault address is shown on the home page.

VIEvery bought token is burned

Every $PACT the vault buys is burned right after the purchase with the SPL token burn instruction. Burned tokens are removed from the total supply for good, which anyone can check on chain. The site shows the running total as Burned.

VIILaunch on pump.fun, then PumpSwap

$PACT launches on pump.fun on Solana. It first trades on the pump.fun bonding curve. When the curve fills, it graduates into a PumpSwap pool.

The committee reads the market wherever $PACT trades and the buybacks follow the same route: the bonding curve before graduation, the PumpSwap pool after it. The switch happens by itself.
